I remember this being an issue when i played burst on the psp already too the bullet creator is way too complicated and confusing and i cnat discover any logic in it.

Web also, they did nerf the overall effectiveness of the bullets in resurrection because face it, they're op (no pun intended). There are more heal bullets in the bullet edit topic though not many. It's not op or anything but it's an easy to use crushing bullet.
